Is it a "system" DSN?

The only thing I can think of is that DSNs used with CGIs should be "System" type DSNs. (DSNs that you create interactively under a Windows account will only be visible to that account, unless you specifically create a "System DSN" which is a separate tab in the "Data Sources (ODBC)" window.)
